What is happening in the sky

Nothing reverses. Retrograde motion is an apparent change of direction seen from Earth, the same effect as a slower car seeming to slide backwards when you overtake it. Neptune takes about 165 Earth years to circle the Sun, roughly 14 years per sign, and moves only about two degrees a year. Earth overtakes it every 367 days, so the retrograde begins two days later each year. The middle of the retrograde is the opposition, when Neptune is opposite the Sun and closest to Earth; it is never visible to the naked eye and needs a telescope.
